A Guide to Understanding Security Licensing


The CLEET license process can be complicated, with license requirements, classroom hours, and state testing. We want to help! The information below will cover the different types of licensing in Oklahoma and common questions.

Officers who are new to the security field will need to acquire a license. There are 3 options available:

Conditional License

Officers can apply for a temporary 6-month license called a Conditional. This is an Unarmed license that is conditional on the officer completing the necessary classes and testing within the 6 month time period. Individuals can work in an Unarmed capacity for up to 45 days while their application is processing.

Unarmed License

Officers can go straight to the full Unarmed license application if they have already taken Phases 1 and 2 classes and passed the state testing requirements. This license is valid for 3 years until a renewal is necessary.

Armed License

Officers can take all necessary classes and tests to receive an Armed license. This would require taking Phases 1, 2, and 4 classes, passing those state tests, and taking a mental health assessment called the MMPI. Individuals taking this route would not be able to work in a security capacity until their application is completed and accepted. This license is also valid for 3 years until a renewal is necessary.


There is no one right answer, individuals are encouraged to choose the correct path for them.

New Unarmed Conditional License requirements:

  • Local police department record request

  • Local sheriff's office record request

  • OSBI background check

  • Identogo Fingerprinting receipt

  • 2 passport-style photos

  • Mental Health release form

  • Notice of Employment or proof of Insurance Bond

  • $50 application fee

New Unarmed License requirements:

  • Local police department record request

  • Local sheriff's office record request

  • OSBI background check

  • Identogo Fingerprinting receipt

  • 2 passport-style photos

  • Mental Health release form

  • Notice of Employment or proof of Bond

  • $50 application fee

  • Phase 1 and 2 class certificate

  • Phase 1 and 2 passing test results

Converting Conditional License to Unarmed License:

  • Phase 1 & 2 completion certificate

  • Passing test results of Phase 1 & 2 state test

Upgrading Unarmed License to Armed License:

  • $50 upgrade fee

  • Passing MMPI test results

  • Phase 4 completion certificate

  • Passing test results of Phase 4

  • 2 updated passport-style photos

3 years have now gone by, and you will need to renew your license.


Unarmed License Renewal:

  • 8 hours of continuing education

  • 2 updated passport-style photos

  • Updated OSBI Background Check

  • Employment verification

  • Updated Mental Health release form

  • $50 renewal fee

Armed License Renewals:

  • 8 hours of continuing education

  • Firearm re-qualification certificate

  • 2 Updated passport-style photos

  • Updated OSBI background check

  • Employment verification

  • Updated Mental Health release form

  • $100 renewal fee




Frequently Asked Questions:



I have a security license in another state. Does it transfer to Oklahoma?

Usually, no. Sometimes, some fees or classes are waived depending on the state you have a license in. We recommend calling CLEET to get further information.

I have a license in Oklahoma to carry a firearm. Does it apply?

Unfortunatly, the ability to carry a firearm as a civilian is different than working in a security capacity. Security officers must have a valid Armed CLEET license.

I was in the military. Do I have any credits towards my license?

CLEET has state that any service member who was classed as Military Police or Special Forces may be entiltled to decreased fees or less class requirements. This decision is made on a case by case basis for each individual.
